Title page of volume 1 states 'Regestum litterarum et decretorum Sacrae Congregationis negociis et consultationibus Regularium praepositae.' According to Hoberg in indice 1102, earlier material concerning 'monialium' can be found in volumes 1-29 (1587-1597) of the Regestum Episcoporum (ID VATV10372-A) and 1-53 (1599-1645) of the Regestum Regularium (ID VATV10373-A).

This congregation is generally known simply as Bishops and Regulars. Its origin can be traced to the cardinalatial commission set up by Pius V (1566-1572) under the apostolic visitor, Bartolomeo di Porcia in 1570, to examine relations with the patriarch of Aquileia. The commission continued to function even after its initial task had been accomplished.
